This spring, state agencies are preparing their budget requests to submit to Governor Kotek. It’s critical that agency leaders and the Governor hear from Outdoor School organizations and individuals as they develop their budgets. It’s much harder to get funds added to an already developed budget!

The state Outdoor School budget resides within the Higher Education Coordinating Commission (HECC) budget. Currently, HECC’s budget does not restore full funding for 2027-2029. Now is the time to submit your written testimony and to register to speak at public meetings in support of full Outdoor School funding. Be clear in your request to include the full 4% of Lottery revenue for Outdoor School, as approved by voters. Here are some key points you can include in your testimony (in your own voice, of course):

In your letter, please include:

  • Outdoor School is important to me because...

  • Outdoor School is reeling from the 20% cut imposed in June, 2025

  • Voters were clear with the passage of Ballot Measure 99-- 4% of Lottery revenue for kids to attend Outdoor School

  • While we recognize that final funding allocations are decided by the Legislature, please include the full voter-approved 4% of Lottery revenue for Outdoor School in your agency-requested budget the 2027-29 biennium.
